NAMA4PD presented to EU Military Staff in Brussels

PLA board members Prof. Dr. Martin Emmer and Lieutenant Colonel Matthias Duchscherer had the privilege of visiting a delegation of the European Union Military Staff (EUMS) in Brussels.

The EUMS serves as the source of military expertise within the European External Action Service. It provides early warning, situation assessment, strategic planning, communications and information systems support, concept development, training and education, as well as partnership coordination. By enabling the European Union to act coherently in the military domain, the EUMS strengthens the EU’s overall diplomatic leverage.

During the visit, the PLA delegation presented the concept Narrative Management for Peace through Dialogue (NAMA4PD) and provided an overview of its current implementation in Senegal. The discussion highlighted how NAMA4PD operationalizes key elements of the EU’s integrated approach by linking civil society engagement, information resilience, and security-sector dialogue within fragile environments.

In exchange with experts from European military institutions and civilian EU entities, the relevance of NAMA4PD in the context of Multi-Domain Operations was explored in depth, particularly with regard to the information environment.

The dialogue underscored the growing importance of narrative resilience, trusted communication channels, and locally anchored partnerships as integral components of contemporary security frameworks.
